Can I remap a physical key to refresh / reload the stock android browser (non-gms)? I tried remapping a physical key on the WT6000 to an F5 but the browser doesn't seem to respond like a desktop browser would. Is there an intent I can broadcast for refreshing the page? Will a different keystroke value work?

The Android keyboard shortcut for browser refresh is Menu+R so it is possible to remap the programmable keys (P1 to P3) to do this e.g. in Settings/Key Programmer , select P2 and remap to Menu and then select P3 and remap to R. After doing this, you should be able to force a page refresh by pressing P2 and then P3 (menu + R)
