How to code a app as "Session One"

Hi,
I'm a newbie and just started working with a Motorola (Zebra) FX9500 RFID reader and SessionOne app to read and write to the tag user memory.
So instead of SessionOne I want to code an application which can write and read the user memory of a tag.
What languages / SDK/libraries are required to build a compiled application (.EXE)?
Any help would be greatly appreciated.
