Freddy, you can create one yourself... simply create a text file with name RhoElements.cpy and add the following to the content.
\Application\RhoElements\Config\Config.xml > \Program Files\RhoElements\Config\Config.xml
The RhoElements.cpy file needs to be in the /Application/ root folder.
Upon a cold boot all .cpy files will get executed and RhoElements.cpy would then copy your custom config.xml file located in \Application\RhoElements\Config\ to the proper \program files\ folder. This will override the default config.xml file.
One thing to keep in mind.. since this is down early in the boot process theorectically it could go before RhoElements is installed/recovered. in this case the default file will override your custom version. The order for recovery is to restore/install RhoElements followed by copying your custom config.xml afterward.
What is your restore process? Upon a cold-boot are you restoring RhoElements from the \Application\RhoElements folder or re installing the .cab file? Are you installing the RhoElements.cab manually or is it launched automatically via 3rd party utiliies?
