Latest Android SDK tools update has broken rhodes build because some tools moved from platform-tools to build-tools/17.0.0.
there are several ways to work around:
1. Do not update untill next rhodes release
2. Use rhodes from github master branch
3. Patch latest Android SDK by coping missed files back

BTW, using v4.0 beta31, I didn't have to copy/edit anything after having installed the Android SDK r22 and the build tools.
After re-installing Android SDK r22, did you run Android SDK manager? This process will created the Android SDK Platform-tools.
I ran into this one too... I ended up copying the contents of <yourpath>\android-sdk-windows\build-tools\17.0.0 to <yourpath>\android-sdk-windows\platform-tools. I did not overwrite source.properties or notice.txt (if that really matters). Seems to have worked for me. Not pretty, but effective. I'm sure I'll have to set it straight eventually.

You used forward slashes so I suppose you are not on windows - in that case, for the time being the "cleanest" solution will be to create symbolic links to the moved executables so that the rakefile finds them. This avoids file duplication and is easy to revert when a new version fixes the problem.
