usually RhoElements include the default config.xml file in your WM project (this is just needed when using the Motorola WebKit Browser, like on Windows Mobile) and you can, if you want, specify your own config.xml in the build.yml as described in the docs.
I don't know if, in your particular case, you've something in your build.yml or your setup is missing the default config.xml.

Finally getting back this after a little over a month. Sorry it's taken so long.
I finally got it to work by first installing the Shared Runtime and adding the line below in my build.yml file.

could you share your build.yml? I'm curious to understand why in your setup the system is not using the default config.xml file that is inside the RhoElements gem.
below are the contents of my build.yml file:
vendor: "DCT Solutions Group"
sdk: "Windows Mobile 6.5.3 Professional DTK (ARMV4I)"
target_emulator: "Windows Mobile 6.5.3 Professional VGA Emulator"
I'd love to know why it didn't work either, especially since it worked on one of my colleagues laptop and we have identical configurations.
