The error message you are getting is from the option '-version' being passed to the javac command, so something seems corrupt in your RMS package. If downloading the latest version does not resolve the issue, please let me know.
I install latest version from your given link but error is same :

What version of JDK is in play here?
I noticed that your original post you're running RMSv2.2 and the recent post references to RMS4.0. However ruby gems are still 1.9.1. I believe the proper version for RMSv4.0 is 1.9.3.
My suggestion would be to do a clean install of RMS4.0 after uninstalling all previous versions.
