The way you go about developing an app for Windows CE is identical to that for Windows Mobile. There is only one exception, in your Build.yml file you need to target MC3000c50b (ARMV4I) for SDK instead of Windows Mobile. See relevant excerpt below:

You'll also need the “MC3000c50b (ARMV4I)” extension for Motorola CE devices. Install MC3000c50b PSDK from Symbol support site

But I am still not able to find out way to install my application in MC2180 device. Would appreciate you help in this regard.
The build should create a .cab file that you load on the device and run to install. Just copy the .cab file to the device and run.
As Glenn mentioned a .cab file will be created upon a successful build of your project. The deployable .cab file is located in your /workspace/yourAppName/bin/target/MC3000c50b (ARMV4i)/ folder. There you will find the .cab file that should look like: yourAppName.cab. Simply deploy this .cab file onto the device and double tap on the file. It will go off and install.
