I was able to get my custom program workings with RFID tags. When I scan items with Trigger 2 it does not find the information, but the scanner does beep like it has scanned. I have found the library for CCoreScanner, but when I implement it and look for scanners on the open, it successfully opens the API but does not find the scanner. My reader is connected via bluetooth. There are no instructions on connecting this to the RFD4031.

Unfortunately RFID SDK does not support barcode scanner functionality. Zebra RFD4031 works as two independent devices inside one. You need to connect separately to the RFID reader and barcode scanner (two different ports). When you connect the scanner using the 123RFID Mobile application for iOS or Android you will hear two beeps, which means two connections.
I had the same problem as you. I could not find any C# SDK to scan barcodes with RDF40 Premium Plus. I decided to create my own library: ZebraSSIConnect.
If you already use Zebra's RFID SDK, you can connect to the barcode scanner using the ID field from IRfidReader as device address.
