FT vs NA designator for MC94-series devices

So our outfit requires TAA-compliant devices. No discussion, no pushback. It's either TAA or it won't get bought, period. As I understand, the -FT at the end of the SKU indicated FIPS/TAA compliance. I was specifically told, on the phone, by a Zebra employee, that the -NA devices are not TAA-compliant. 

I want to get the MC94 series ... but I am being told by one person that the only TAA-compliant model symbol has is MC9401-0G1P6ENS-FT … but this one includes a VT keyboard (can’t use it, I can't verify that it will do special characters like $#^&), and it’s rated for cold-storage and non-incendive (which we don’t need). But then I find a MC945A-3G1M6DSS-FT out there, as well as MC9401-0G1J6FNS-FT.

In all of the conversations I've had with Zebra, they encourage me to go through a reseller. So I do. Then I get a quote from a reseller (I won't name names) for:

Recall that I was told that -NA devices are not TAA-compliant. So ... why am I being told one thing by the manufacturer, and then another thing by resellers? I'm not complaining, I'm truly not ... I'm just trying to arrive at the final, absolute, core truth.

Are the -NA devices TAA-compliant or not? 

Are there more than one SKU that offers TAA compliance or not?
