Developer looking for a device to develop and test against. Windows Desktop, Link-OS SDK for .NET, Network/Serial Port.
Output: Barcodes, labels, images, text, and general layout.
Direct printer configuration, manipulation, and communication.
ZPL II compliant.
highest-end models ZM600/ZT421 (So anything much cheaper, used, etc. that is compatible in some sense)

What models should I look at, just need a cheap device for development?

Thank you!

Any Link-OS printer model should have the full functionality supported by the Link-OS SDK for .NET. If you are looking for the low cost Link-OS printer models for the development, the ZQ310 or ZQ320 mobile printers are on the lower end of the cost. Please be aware that the ZQ310 and ZQ320 are the 2" and 3" in width respectively.

Awesome! Thank you. I picked up a used ZT420, so it should definitely do as needed, despite only 203 dpi. I'll look into these models anyway, even if just 2-3" as the 420 is yet to be fired up.
