Has anyone played with the registry key:
[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\InternetSettings]

"CacheMode"=dword:1

It appears to not be documented within MSDN, but different values for cachemode do change the behavior of how and what is retrieved from the server.  The values are similar to the Syncmode, but not exactly the same behaviors.
