I have requested the customer update first to dcp 1.2 waiting for response from customer

"Not licensed" could be happening if the MC1000 is being upgraded from a localized version to an English version. How many interim versions of BSP exist between BSP15 and BSP30.  In some cases, improvements made to IPL prohibit a jump over BSPs.

the terminal configuration specifies that it is a English version device. the BSP15 is from DCP1.1 , customer has tried using DCP 1.3 I can ask customer to try the DCP 1.2 and to try doing thru IPL

Have you tried upgrading from DCP 1.1 through DCP 1.2 and finally to 1.3?
