The attached document helps documenting how to configure IIS ftp on windows 2003. FileZilla  and other FTP servers are  not necessarily reliable for having so many device configs/FW updates happening at the same time. To push configuration to 45 devices  from RFMS using FileZilla  had failed. But the same operation using IIS ftp succeeded.
