Long story short, due to the nature of mobile devices(scanners, radios, keyboards) and the limits of emulators its best to do all your testing in the device itself. That being said, here are some steps to set up a generic emulator on your desktop. There are no standard desktop emulators for Windows CE5 devices for the VS2005/VS2008 development environments like there are for Windows Mobile.
This is because Windows Mobile builds are standard and every build must contain the same components. Windows CE builds and the associated components vary from manufacturer to manufacturer and may vary even with the same vendor.
There are a few methods to still provide Windows CE5 desktop emulators. Emulator for Windows CE
Microsoft® Windows® CE 5.0 Device Emulator
The Device Emulator contains the emulator technologies featured in Windows CE 5.0. This standalone emulator only seems to support X86 compiles. Visual Studio needed for ARM builds.
Visual Studio 20xx – This directory installs as part of the VS20xx install.
\C:\Program Files\Microsoft Device Emulator\1.0
DeviceEmulator.exe – starts the desktop emulator
dvcemumanager.exe – manages the emulation session and allows you to active sync/cradle the emulation session to your desktop
OS Build – To use this emulator, you need an NK.BIN (OS Image to be loaded with the DeviceEmulator.exe program. The NK.BIN file will need to come from the OEM/Vendor like Motorola, but these are usually never given out, plus not every program will run in the emulator.
