on the first page loaded, I can see that the first text input field has the focus before the zoom takes place. After the zoom the control no longer has the focus. I don't know if this is related to the occasional problem with the barcode scanner being disable on the first page loaded or not.

The Signal object seems to cause problems with both enabling the barcode scanner and with setting the focus when the page loads. I tried both the meta tags and the JavaScript object. In both cases, I could not set the focus to an input element. When I removed all reference to Signal, everything worked fine. The Signal indicator is important because it takes a few seconds for the radio to become usable after the MC goes to sleep. I can train a user to make sure the indicator shows 'ready', but they must have the indicator displayed.
