FCC Interoperability Showing Intel

Just got off a call with the FCC.  They rejected our Interoperability Showing for Harris County.  The direction they provided will be beneficial to other projects.

FCC is only interested in 'outdoor' coverage.  They weren't interested in USB dongle in-vehicle coverage.  They were primarily interested in on-street hand held portable coverage. 
Where there are coverage gaps, the interoperability showing must explain how we intend to fill the gaps with our roaming agreements with Verizon.  The FCC was very interested in this aspect of our design.  I can see this being critical for the MSWIN project.

Mike, a few questions:

What maps were presented to FCC. I thought we presented mobile on street. Was portable on street even a requirement from the customer?
What is the next step? Did they outline a process to resubmit the additional information they requested (maps/roaming)?
