I am trying to change the default template in the Internet Explorer options to be Windows CE instead of Windows XP. I can change the registry, however this is not cold boot persistent. I have extracted the registry and also merged separately, however I still get the default XP version.
Any thoughts would be welcome.

Some registries are not persistent through cold boot. I was able to make the zoom level persistent by writing the registry using the attached cab file. It might make sense to try this approach to making the change persistent
Put all of the files in the attached ZIP file in \Application and do a Clean Boot. If you don’t want to Clean Boot, then after putting the files in \Application, copy IEZoomLevel.LNK to \Windows\Startup and then do a warm boot. Every time the device reboots, it should re-run the REG file.

you can try startUpCtl - it will merge reg files after every cold/warm boot
