Has anyone seen what notification a user gets with a MC9090 using PEAP with ACS 4.2 when the password has expired on ACS? Does Fusion support the notification?

There is no notification for password expiration in Fusion. I have heard requests for this before, so I would recommend using GRIP to build a business case.
