There is at least one country-specific configuration of ET1 for Russia, Ukraine and some other countries with 5 GHz stripped off. As far as I know there is a special partition which contains WiFi Region Code; based on this code the driver enables or disables radio functionality depending on specific regulatory requirements. So I would say the answer to your question is kind of "yes". Not sure whether it's possible on the OS level (settings applet etc.)
