If AP-7161 is used at the indoor environment, such as the freezer environment, IEEE802.3 at PoE can be used? Also our AP-PSBIAS-1P3-AFR can be used for AP-7161? (This is what I really want to know.) Thanks in advance

Thank you for the clarification, which remind me the point in case of IEEE802.3af. Only remained question is AP-7161 can be used with AP-PSBIAS-1P3-AFR, which is based on IEEE802.3at "Draft"?
Yes, it can. Like the AP7131, the AP7161 will disable the GE2 port and the 3rd Tx radio to instead be 2x3:2 vs. 3x3:2 when powered by 802.3af.
