Looking at the spec sheets, it appears all of the Motorola Solutions Android products (Concierge, MC40, ET1) use Bluetooth 2.1 with EDR. My understanding is that this is insufficient to communicate with the MPact beacons because they rely on Bluetooth LE. Is this correct?

Yes, that is correct. It requires Android 4.3 and higher. The new MSI KitKat devices coming up should be able to communicate with MPact tags.
