Do you have the Professional Version of Visual Studio 2008? That is required.

* The edition of Visual Studio installed must support mobile device development. Express editions of Visual Studio do not support mobile device development. Visual Studio 2008 Standard Edition does not support mobile device development.

You were right, I did not had the Professional Edition. I just got it and see the Device Application tab in the projects list... but I might request for more questions like how to capture barcodes from MC3100.

You will want to install our EMDK for .net. You can find that on our support site. Latest version posted is 2.9 as of today.
There is a help file in there that includes a Programmer's guide, so take a look at that. Also look at the section on design time controls. That lets you just drag and drop a barcode control right on to your form in your VS project. It's the easiest way to get going, but does not support every possible feature.
The EMDK also comes with some sample apps, so you can get a look a working apps that use the scanner and other features.
