We are using a multi-carrier SIM. The Terminal (Android TC55) automaticaly switch to another carrier when the initial signal is too low or out.
We would like to force carrier switch on application bases (basicaly based on end to end network connectivity).
Is there any API for that ? or AT command to drive the modem ?

Sorry but you can't.
Take a look at the TelephonyManager and the SubscriptionManager to see what is available.
