Czech partner, which participates on the  TC8000 EAP program reports, that Velocity doesn't supports international characters.
I got confirmation from Wavelink's EMEA field sales SE Terrie Fletcher :

Jiri, I believe there is no support for international characters as yet.
With Spanish characters we noticed they work fine as Data Labels and Headers but was an issue for Data Values.
