yesterday i had download EMDK V 2.9, but i wasn't support to VS 2013..
any one can help me?

welcome on Launchpad!
Zebra EMDK v2.9 for .NET requires Visual Studio 2005 Service Pack 1 or Visual Studio 2008 as explained in the release notes. Newer Visual Studio released doesn't support developing applications for Windows Embedded devices.
