Ordinary devices designed to operate within the 4-walls (devices without a cellular radio) do not offer a GMS variant of the OS. Applications for these types of devices typically remain within a secured internal network without access to the outside and hence cannot gain access to Google play.

This is not to say there will never be a GSM version for the TC80000, its simply not on the short-term roadmap.
