The Link-OS Multiplatform SDK can help to build an app that connects to ZT410 over the Bluetooth. Please check out the API documentation of the SDK for your specific platform that you want to developer the application on. To encode the RFID, there are a suite of ZPL commands for encoding the RFID tag. Please check out the documentation of ZPL RFID Commands section on the ZPL Programming Guide.
