I want to write some VBA code in excel. So that user can change the setting of page width and length, and switch on and off of peel off options.
Is there a way to do so?

It worth to split your problem on two parts:
1) Your program need to communicate with your printer.
2) You need to use respective printer commands to read and set needed values.

Could you please to share a model name of your printer? In case SGD and ZPL languages are supported in your printer you can see here respective command to read and set peel related settings:
