Where can I find the DiagApiTest.exe on MC18?

File is located in \Windows folder as you mentioned, only is hidden by OS. If you use File explorer on the device go to View, Options and uncheck Do not show hidden files and folders and Hide protected operating system files (Recommended).
After that you should be able to see the file.
