Setup:
- Zebra TC52X
- Android 11
- "Kiosk" app running in single-app mode
- MDM enrolled

Steps to Reproduce:
1. Shut down device.
2. Perform hardware factory-reset: Hold down "Power" and "Volume Down" buttons.
3. When Zebra logo appears, release buttons.
4. Display will show "Fastboot" at bottom.
5. Wait 60 seconds.
6. Remove battery.
7. Wait 60 seconds.
8. Insert battery.
9. Press power on button.
10. Device will power up, still be enrolled in MDM, but kiosk app will not be running and will not prevent other apps from running.

Just curious whether anyone else has seen this or has worked with kiosk apps on Zebra Phones before now.
