We have been asked before to provide this sort functionality and, although there is no hardware in the terminals that will do this, there is a workaround available (at the expense of running yet another application). The application runs continuously in the background sampling the battery strength whilst NOT in the cradle. As soon as the terminal is placed in the cradle it takes the previous battery level and uses it as a benchmark. Given the standard charge rate of the terminal it is then possible to display (whilst in the cradle) an ESTIMATION of the battery strength that has now beeen achieved by the charging time. This can all be displayed on a bar graph on the display with a 'good to go' for fully charged. Example code for this sort of soultion is available if required (though it may need tuning for charge rates).
