There is also an unofficial eCFR at, http://ecfr.gpoaccess.gov/cgi/t/text/text-idx?c=ecfr&tpl=%2Findex.tpl, the difference is that rules in the eCFR that have been updated since the last printed version of the CFR has been issued, the updates are due to changes in the rules that have been adopted since the publication data of the CFR.

I point out the key sections.  There are likely other sections of the rules that apply to the services/equipment, for example equipment certification process is in Part 2

For 2.5 see Part 27 (no one specific section is identified only for 2.5 and he will have to look at multiple sections, for example the emissions limits are in 47 CFR 27.53(m) is for 2.5 GHz)
