I have a device with 'password' screen locked since incorrect passwords have been entered, only emergency calls are available. Any ideas how to unlock device? clean boot ?

Do you mean SIM's PIN? or MSP's Lock and Wipe? SIM's PIN locks the PIN, not the terminal.
WM Screen lock and you dont know the PIN code then a cleanboot or cleanbootblank from SD card is the only option. put files on sd card and press 1 + 9 + Power and keep pressing left scan trigger this will invoke the startupldr.exe from SD card and terminal will be cleanbooted.
