On page 4-8 of the DS3478 product reference guide, there is the parameter barcode called Decode Session Timeout. The default timeout is 3 seconds, but this timeout can be programmed from 0.5 seconds to 9.9 seconds in increments of 0.1 seconds. Try using this to set the timeout on the scanner.
