RFS6000 Failover

Hi, I have the following:
RFS4000           RFS4000-V4.3.0.0-059R

 

AAP5131 (NOT Dependent) V2.5.0.0-041R      X2

 
RFS6000           RFS6000-V4.3.0.0-059R I have configured the RFS4000 and the RFS6000 as a cluster. When I test everything works and the two AAP's are load balanced across the RFS4000 and the RFS6000. I then disconnect the network cable from the RFS4000. The two AAP5131's then show up as unadopted in the RFS6000 GUI. They never get adopted. With the RFS4000 still disconnected from the network I restart the RFS6000 and both AAP5131's are adopted. If I then reconnect the RFS4000 to the network and restart the RFS6000 both AAP5131's are adopted by the RFS4000. Why will the RFS6000 not adopt the two AAP5131's when the RFS4000 is disconnected? They appear in the RFS6000 UNADOPTED AP tab. I have checked licenses. Disabled AAP Auto Firmware Update. Checked Country code. Enabled adopt unconfigured radios. See attached.
