I have a question from a customer if Shift Lock on the MC3190 is supported? It appears pressing shift twice locks shift on...but this is NOT mentioned in the User or Integrators Guide and was NOT a feature of MC3090. They want to make sure they can use this feature and its not going away.

I believe you know the drill, how to copy and install it.
This will return the device keyboard to it behaviour before SPR 18734, hope that's what you asking for.
If not then CPR/SPR is required.
