WM6.5 - IE - Enter keypress activates mouse

In WM6.5 the enter key press appears to be activating the mouse cursor, and does not pass the keystroke through to the web application.  This is problematic for customers who use DataWedge and scan into their webpages with an enter suffix and expect the form to submit. I tried the MSHTML = 0  setting, however this completely disables the key capture functionality, but does successfully remove the mouse. I was able to reproduce this mouse behaviour on both the MC9190 WM6.5 and MC3190 WM6.5 Attached is the sample I use for jscript key capture testing.

WM5.0 and WM6.5 keyboard drivers send WM_F23 with 0xd key down and up key messages when Enter is pressed so no difference in keyboard driver behavior. I saw the issue and it must be IE issue. I also tried a reg key to remove WM_F23 (CE version) but did not fix.
