The Motorola USB Hex Download v1.1 tool won’t work with USB 3.0 ports on Motorola Laptops.  This was tested on HP Elite book 8460p.  Case 2730039 has been opened with support. The left side ports on this model HP are USB 3.0 ports.

I used a MC9090 CE5 with BSP35 and tried to reload the splash screen.
A mobile computer in IPL mode will connect ok with the laptop
The USB Download program errors with “Failed to download” when the load button is pressed
If you move the USB cable to a USB 2.0 port on the same laptop, the download works fine.
