I have a terminal "MC9500" and another "MC9190"  both with Win 6.5, which set to WPA2-EAS PSK. with "setting 2" works well and  with "setting 1" does not work. Moreover when I create in fusion a new  WLAN based on the detection,  the same terminal identifies security not with PSK but with EAP-TLS. the problem is the fusion of the terminal or configuration 1 or a bug in the software RFS6000 wing 5.4.0.0.

"Setting1" RFS6000 with ver 5.4.0.0 and AP300   wlan teste  ssid teste123  vlan 1  bridging-mode tunnel  encryption-type ccmp  authentication-type none  protected-mgmt-frames mandatory  wpa-wpa2 psk 0 WPARFWSAA  data-rates 2.4GHz custom basic-1 basic-2 5.5 11 36 48 54 mcs0-23

"Setting2" WS5100 with ver 3.3.5.0  and AP300  wlan 7 description teste  wlan 7 ssid teste123  wlan 7 vlan 1  wlan 7 encryption-type ccmp  wlan 7 secure-beacon  no wlan 7 answer-bcast-ess  wlan 7 dot11i phrase 0 WPARFWSAA

It may be necessary to disable 802.11d on the Setting 1. That option would not show up in the profile....I dont think the WS5100 checked country code

From what I see your 'Setting 1' is not equivalent to 'Setting 2' I suggest you test your 'Setting 1' without all the complicated stuff like 802.11w Management Frame protection and custom datarates and see if it helps. I am not sure if Fusion supports 802.11w in the first place ( protected-mgmt-frames mandatory). Note that this is not what WING4 'Secure beacon' means. Have you been through Motorola WING5 training (WEL2304 or EMEAWING5) ?
