As an example in attached .csv file from eMscript.  At 9:56AM 08/12/2003 Device start reporting the same latitude and longitude even so the vehicle clearly moved on the highway.  And continue to show this until 11:39AM Finally show the new coordinates at 11:50AM That is 68 miles in 11 minutes.
