EMDK - where is the Enterprise Enabler binary for Android

According to the EMDK documentation http://techdocs.zebra.com/emdk-for-android/5-0/guide/setupDevice/  after Factory Reset on a GMS device the Enterprise Enabler needs to be run.  Where is the Download?

My issue is running on KK GMS TC70 device.  Once I upgraded the device from GA2 release to GA3 GMS Release, the EMDK Power Manager API's started failing.  I went back through the EMDK upgrade, no help.  Re-read and noticed the Reference to the Enabler, that is why I was looking for it.

If the Enabler is not needed for a TC70 KK device, then there is an upgrade flow issue to GA3 GMS.

I will retrace my test steps and see if I get the same error.

I have a GA2 device running

I have a GA2 device running EMDK 5.0.3.0

I upgrade the device to GA3 GMS which downgraded the EMDK to 4.0.4.0

Using the Sample Power Manager APK from Zebra, I get the following error:

    PowerMgr Error "Has not registered with MX Framework yet"

I attempted to upgraded the EMDK to 5.0.3.0, but will not upgrade, stuck at 4.0.4.0 (guess that needs to be reported somewhere else).  After Enterprise and Factory Resets, able to get the EMDK to upgrade to 5.0.3.0.

Now NOT getting the "Has not registered with MX Framework yet" message.

If the Enterprise Enabler is not needed for KitKat GMS, then please close this (and maybe update the documentation link).
