I'm new to android and want to emulate an mc9200. Do we just figure out the specs and create a new Virtual Device? Or is there an AVD profile (or whatever they're called) available for download somewhere?

If you are just looking to develop the non-enterprise features of your application like the UI, workflow, background sync etc etc then yes you can create a virtual device and develop in the emulator.
Developers usually quickly find that they need to move to a real device however as features like scanning comprise a key part of their workflow. There is no custom emulator available I am afraid and development will need to continue on a real device once your application is depending on enterprise hardware such as the scanner.
