It is possible to offer the Management Package Builder (MPB.EXE) as a seperate download? Otherwise in order to just build a deployment package, one would have to download and install the Android SDK, IDE, and then the Concierge SDK.

A couple of things you need to do in addition to what's mentioned in the manual:
After downloading the JCE (Java Cryptography Extensions) files, if you are installing on Win 7 and above, you will need to replace the local_policy.jar and US_export_policy.jar files both under C:\Program Files\Java\jre7\lib\security and C:\Program Files (x86)\Java\jre7\lib\security. Also keep in mind that anytime you update Java, you may need to overwrite those files again.
For the last step of MDZ password, it is recommend to leave it blank.
